The Southeastern Healthcare Region maintains a cache of ESF-8 resources that have been funded by ASPR, Department of Homeland Security (DHS), State Medical Response System (SMRS) and New Hanover Regional Medical Center (NHRMC). SHPR assets are available for deployment to provide health and medical support during disasters, surge events, pre-planned events (mass gatherings, sporting events, etc.) and/or trainings. These assets are available for, but not limited to: Emergency Medical Services (EMS) agencies, Emergency Management agencies, Healthcare organizations, State agencies, and Law Enforcement agencies.
All resource requests will be processed and prioritized based on need in a timely and effective manner. These assets, which are housed at the SHPR Warehouse, remain ready to deploy in order to provide emergency and non-emergency support.
Local agencies and healthcare infrastructure should contact their local Emergency Management office for emergent or unplanned events prior to placing a resource request. For planned events, the agency requesting assistance should contact SHPR directly at (910)667-4877.
Assets and resources can be provided as single resources or as mission packages and accompanied by the Logistics Coordinator or the Healthcare Preparedness Manager unless transferred to the requesting agency or jurisdiction.
On occasion, there can be actual expenses associated with the deployment of resources. Any expenses will be negotiated prior to the deployment of the equipment. The requesting agency, jurisdiction, or organization should be prepared to incur the following expenses related to request and deployment of resources or assets;
1. Fuel for those assets or resources that utilize fuel for operation.
2. Damage sustained by assets or resources deployed.
3. Usage of disposable medical supplies or goods.
4. Personnel time based on current FEMA rates.
For support at pre-planned or special events, federal HPP funding may not be utilized. The requesting jurisdiction or organization will be invoiced based on any established agreement with the healthcare preparedness region. Supplanting is not allowed in the SHPR region.
